Indiabulls Real Estate To Launch Several Projects Outside Mumbai ...

?Indiabulls Real Estate Ltd?is set to launch as many as seven projects outside Mumbai in the remaining part of 2012-13, a move that could help the company hedge against the over-exposure to its core market.

The firm will launch primarily residential as well as office projects in Sonepat, Gurgaon, Indore and Chennai, according to a company presentation released post its quarterly results announcement late Tuesday.

Having said that, Indiabulls still has a high-value portfolio of projects in and around Mumbai, including a newly launched township in Savroli on the Mumbai-Pune expressway. Mumbai and its neighbourhood constitute more than half of Indiabulls? portfolio in terms of project value. ?The strategy is to focus on metro markets such as Mumbai and Greater Mumbai, NCR (National Capital Region that includes Delhi) and Chennai,? said?Saurabh Mittal, co-founder and vice-chairman, Indiabulls Real Estate.

While most of the firm?s Mumbai projects are in the luxury category, it has no specific pricing for its projects outside the region. ?We are looking to do projects in both premium and mid-market categories to cater to both kinds of buyers, depending on the location,? said Mittal. The projects are subject to regulatory approvals.

Since April, the Mumbai-based developer has launched two projects?a super-luxury residential project, Blu, in south Mumbai, and IB Golf City in Savroli, a premium residential township with a golf course.

Indiabulls relaunched Blu earlier this year, and it is now being sold at a base price of around?Rs.45,000 per sq. ft. The project is coming up on mill land that the firm bought in 2010 for about?Rs.2,000 crore. Indiabulls plans to re-launch the first of its Sky projects in Lower Parel, Mumbai, as well by the end of 2012 with new specifications.

According to the presentation, the company had a total saleable area under construction of 19.44 million sq. ft as of 30 September. Of this, 10.35 million sq. ft has been sold for?Rs.6,583 crore and the remaining space is expected to sell at?Rs.13,074 crore as per the current market rates.

Indiabulls Real Estate has done nearly?Rs.1,200 crore of pre-sales in its projects across India, of whichRs.900 crore was from projects in the Mumbai Metropolitan Region (MMR).

The company had a land bank of around 3,589 acres and added another 212.09 acres in the September quarter. ?Most of it (the land) is for future development with a three-five years horizon,? said a person familiar with the development.

Macquarie Research, in a 4 October India property report, said Indiabulls Real Estate?s over-exposure to high-end residential property in Mumbai was a risk because of high speculative and investor interest.

?If Indiabulls? project portfolio outside MMR takes off well, it would be a balancing factor because the dependence on the Mumbai property market would cease and it would also boost its sales numbers,? said an analyst with a domestic brokerage, who didn?t want to be named.

For the September quarter, Indiabulls posted a net profit of?Rs.32.24 crore, down 17.43% from a year ago and down 14.59% from the preceding June quarter. Total income from operations rose marginally by 0.7% year-on-year to?Rs.342.30 crore, and by 59.45% sequentially.

In August, Canada-based?Veritas Investment Research Corp.?targeted Indiabulls Real Estate andIndiabulls Power Ltd?in a report saying the purpose of the former firm seemed to be to bilk institutional and retail investors for the benefit of select insiders. Indiabulls retaliated by initiating legal proceedings.

(AP) ? Rising political stars and personal friends, Republican vice presidential candidate Paul Ryan and Wisconsin Gov. Scott Walker worked quietly behind the scenes to coordinate public policy, avoid each other's limelight and steer clear of political minefields that would haunt their campaigns, according to more than 1,000 pages of internal emails obtained by The Associated Press. But there was at least one pointed snub between them, too.

Ryan and Walker, both in their early 40s, have made Wisconsin a focus of the political universe. In June, Walker became the first governor to defeat a high-profile recall election. Ryan, the congressman from Janesville, Wis., ascended the national political stage in August when Republican presidential nominee Mitt Romney picked him as his running mate. In the presidential race Wisconsin is a battleground state, one of a handful that will determine who moves in ? or stays in ? the White House.

The emails reviewed by the AP offered an unusual, behind-the-scenes glimpse of the interpersonal relationship between Ryan and Walker. Although as a congressman Ryan's emails are exempt from disclosure under the U.S. Freedom of Information Act, messages sent by Ryan or his aides to Walker or the governor's staff are subject to Wisconsin's open records law. The week after Ryan was tapped as Romney's vice presidential candidate, the AP requested all such emails since Walker was elected in November 2010. It received 1,037 pages of them late Friday.

The day after Walker won his recall election, Ryan tried to call Walker to congratulate him. Was there a better phone number?

"He has his cell, but not able to get through often," wrote Ryan's scheduler, Sarah Peer. In another message, she wrote: "Yeah, they call each other frequently. I think Paul just wants to speak with him right away, which might not be a possibly (sic) at this time."

The emails showed that aides to Ryan and Walker, both Republicans, coordinated closely at times on political issues on behalf of their bosses. As Wisconsin's health services secretary, Dennis Smith, prepared to testify during a congressional hearing in January 2011 about the costs to states under President Barack Obama's health care law, Walker sent a preview of Smith's remarks to Ryan, the chairman of the House Budget Committee and an outspoken opponent of the health care law.

"Good stuff," wrote Conor Sweeney, the committee's communications director. "Any chance you could hit the impact on Wisconsin families and Wisconsin's budget from Medicaid expansions?"

Walker's then-communications director, Chris Schrimpf, said he would forward the request to Smith's chief of staff to revise the testimony.

The emails also show how Ryan and Walker sought to steer clear of sensitive political traps, and how Ryan was sensitive as early as September 2011 about offering any praise to government projects funded with money under Obama's economic stimulus law. In August, the AP and other news organizations noted that Ryan ? a vocal opponent of the stimulus law ? sought to steer money under the program to companies in his home state, which Ryan first awkwardly denied then acknowledged to be true.

In the emails, Walker's director of federal relations, Wendy Riemann, sent a message to Ryan's aide, Kevin Seifert, to describe a new grant from the U.S. Veterans Affairs Department awarded for a local water project. Riemann asked whether Ryan wanted to be quoted in a press release praising the money being spent in Wisconsin.

"Not to create more work for you, but do you have any idea where the money for this grant came from? Was it stimulus/the American Recovery and Reinvestment Act?" Seifert replied. "Our concern is that, if it's stimulus funds, we won't want to highlight (and would think you guys wouldn't, either) .... We generally don't do press on things we actively oppose."

Riemann responded that she would check the source of the money, which turned out not to be stimulus funding. "Feel free to proceed without us on this one," Seifert wrote.

Sometimes, the rising political stars inadvertently overshadowed each other. Greta Van Susteren in July 2011 cancelled a television appearance by Walker on her Fox News cable program to instead interview Ryan about the debt ceiling.

"Did you mess with my trip scheduling for tomorrow?" Riemann asked Seifert. She included a smiley in her email, suggesting she wasn't genuinely upset.

"If I did I'm really sorry and had no idea that's what they were doing," Seifert replied. "They didn't mention Gov. Walker was on the schedule ... Had they even mentioned that you guys had something set, I wouldn't have done that ... You know me, that's not my style."

Sometimes, the powerful politicians handled mundane requests, too. Seifert emailed Walker's staff about a "random request from Laura Ingraham," noting that the conservative radio talk show host had contacted him and needed help hiring a new executive producer. But he made clear what he thought of Ingraham's request: "We've got a million other more pressing priorities," he wrote.

The emails included at least one embarrassing snub by Ryan. Riemann, from the governor's office, emailed the congressman's office to ask for help coordinating a tour of the U.S. Capitol for Walker's wife, Tonette, who expected to travel to Washington. Such tours are known as dome tours. Ryan's staff said he was too busy to accommodate the request.

"Sorry, Paul doesn't do dome tours," Ryan's scheduler wrote back. "He never has, so sorry we can't be of assistance there."

Delta 767 International Business Class Review On Domestic Route ...

One of the coolest things about flying Delta domestically as an elite is they have the ability to get a complimentary upgrade to First Class. What makes this elite benefit even cooler, is that you can fly some of their best planes on domestic routes. This means you get to experience the international Business Class product at coach prices during a domestic route.

I flew Delta?s A330 in international Business Class from Los Angeles where I had a beer with Samantha Brown on a domestic coach ticket. I also flew Delta?s 777 in international Business Class to Los Angeles in their lie-flat seats. Two flights I haven?t had the opportunity to fly with Delta yet are their rare domestic routes with an internationally configured 747, or an interntionally configured 767 with their new lif-flat seats.

Most recently, I had the opportunity to fly Delta on another domestic route, JFK to ATL on Delta?s internationally configured 767 with the old style cradle seats.

Before Departure

I was able to snap a few pictures of the planes leaving JFK before heading to Delta?s SkyClub. This Aeromexico flight was bound for Mexico City. This flight would be a great award redemption route to South America if you couldn?t find award availability on Delta?s direct flights to South America. A quick stop in Mexico City might be worth it to save miles with a low level award ticket.

Before heading to the lounge, I checked out the 767 that would take me back to Atlanta just before the sun set on the east coast.

I entered the Business Class cabin and headed to the second aisle to grab my seat.

I ended up in a middle cabin aisle seat towards the rear. If I had a choice it would have been 1 G because there would be no seat in front of you to recline into your space.

The Business Elite cabin is set in a 2-2-2 configuration. The new lie-flat seats are a staggered 1-2-1 configuration which I shared my thoughts on in this post.

The seat controls were in the arm rests, similar to that of Korean Air Business Class.

Only a moment after settling into my seat, the flight attendant brought me a Woodford Reserve Bourbon on the rocks. Nothing like a Kentucky Bourbon to get a flight started right.

The only downside (if you think of it that way) of taking these internationally configured planes, is there is no wifi. So this flight gave me an opportunity to catch up on a movie and reading.

Delta?s 767 Business Class Service

The seat tray on this flight was not at all as good as the new ones on the newly configured 767s with lie-flat seats. The trays on this flight were not adjustable, and I found it would dig a little into my lap in a slightly reclined position. However, if I adjusted the seat just right, I managed to avoid the tray resting on my lap.

A place mat was delivered before the service started.

The choice on this flight was cold fried chicken or a sandwich. I went with the fried chicken. I?m not sure if it is supposed to be served cold, but it wasn?t good this way.

Bottom Line

Delta has some cool planes flying domestically. If you stop and look around prior to picking your flight, you might just get to try one out.

Georges St-Pierre agrees with ?boring? criticism

Heading into his UFC 154 bout with Carlos Condit, UFC welterweight champion Georges St-Pierre is riding a nine-fight win streak. Dating back to UFC 69, when he lost the belt to Matt Serra, GSP has not lost. However, his last win by a stoppage was in January of 2009, when he TKOed B.J. Penn. Since then, he won five-round decisions over Thiago Alves, Dan Hardy, Josh Koscheck and Jake Shields.

The run of decisions has brought about criticism from fans who call the longtime champ "boring." As he has rehabbed from a knee injury over the past year, GSP has heard the criticism, and guess what? He agrees.

"I agree with the criticism," St-Pierre told The New York Post. "I want to do better. I want to give more entertainment to the fans."

New genes for adult BMI levels: Versatile gene discovery chip used to detect gene variants involved in biology of obesity

ScienceDaily (Oct. 25, 2012) ? A large international study has identified three new gene variants associated with body mass index (BMI) levels in adults. The scientific consortium, numbering approximately 200 researchers, performed a meta-analysis of 46 studies, covering gene data from nearly 109,000 adults, spanning four ethnic groups.

In discovering intriguing links to lipid-related diseases, type 2 diabetes and other disorders, the IBC 50K SNP Array BMI Consortium's study may provide fundamental insights into the biology of adult obesity. Scientists from the Center for Applied Genomics at The Children's Hospital of Philadelphia led the study, using the CardioChip, a gene array containing probes for some 50,000 genetic variants across 2,100 genes relevant to cardiovascular and metabolic functions.

The study appeared online Sept. 21 in Human Molecular Genetics.

"BMI is a widely used measure of obesity, which affects one third of U.S. adults, and approximately half a billion people worldwide," said first author Yiran Guo, Ph.D., of Children's Hospital, who led the meta-analysis. "Previous studies have shown that genetics plays an important role in obesity, and this study expands our knowledge of BMI genetics."

The researchers first analyzed a dataset of approximately 51,000 individuals of European ancestry (EA) to discover initial gene signals, and then performed replication studies in another 27,000 EA subjects, as well as 14,500 additional EA individuals. Further analyses of data from approximately 12,300 African Americans, 2,600 Hispanics and 1,100 East Asians strengthened the team's findings.

The researchers uncovered three novel signals, from the genes TOMM40-APOE-APOC1, SREBF2 and NTRK2) that were significantly associated with BMI in adults. All had previously been linked to other important disorders. The APOE locus is well known to be involved in blood lipid regulation and circulation, and plays an important role in Alzheimer's disease. The SREBF2 gene is in the same family as SREBF1, linked to type 2 diabetes in another CardioChip study. Finally, NTRK2 codes for a receptor of the BDNF protein, which is known to be related to BMI and is associated with the eating disorder anorexia.

Anorexia is a special interest of Guo, who holds a Davis Foundation Postdoctoral Fellowship in Eating Disorders. Guo added that the large dataset from the previous studies allowed the researchers "to enhance our understanding of BMI genetics, as well as the interplay between genetic variants and metabolic disorders such as obesity, type 2 diabetes and lipid-related conditions."

Guo also noted that the team was able to test for conditional associations within genes -- independent signals from within the same gene locus. In particular, the researchers discovered that two genes, BDNF and MC4R, each harbor two independent signals for BMI. Both genes were among eight genes previously associated with BMI that the current study was able to replicate, including FTO, SH2B1 and COL4A3BP-HMGCR.

Guo concluded that "while the individual effects of each gene may be small, they may provide fundamental clues to the biology of adult obesity." He added that further studies will investigate gene-gene interactions for the same trait.

The Center for Applied Genomics at The Children's Hospital of Philadelphia was the analysis coordinating site of this study. Three of the Center's scientists were senior investigators of the study: Struan F. A. Grant, Ph.D.; Brendan J. Keating, Ph.D.; and Hakon Hakonarson, M.D., Ph.D. All are on the faculty of the Perelman School of Medicine at the University of Pennsylvania.

The National Heart, Lung and Blood Institute, part of the National Institutes of Health, supported this study.

Finance Minister Pravin Gordhan began his medium term budget policy statement (MTBPS) speech yesterday by referring to the crisis the country found itself in 20 years ago. The first democratic national elections were still two years away and factional violence was evident across the country. We did manage, then, to tear ourselves away from the vertiginous allures of the abyss.?

The minister contrasted those dark days with the problems we currently face: the ?crisis of labour relations in the mining sector?, the ?mismanagement of supplies to schools and hospitals in some provinces? and the downgrading of ?our ability to service debt?. The parallel he drew is that the country and the broader society must act now, as it did then, to overcome our problems.?

The minister has issued a valiant call to arms for all of us. The treasury is not short on suggestions (and even a few details) for what we need to do. The translation of these suggestions into actions remains the challenge.? ?

The National Development Plan (NDP) is the point of reference and departure for the treasury?s macroeconomic strategy. Government endorsed the NDP in September and the treasury has wasted no time in aligning itself with the vision of the NPC, led by Trevor Manuel.?

The recent events at Marikana have left their mark on the treasury. The first targeted area for government, according to the MTBPS, is ?(r)e-establishing orderly business relations?. There?s also the goal of ?(i)mproving living conditions for miners and upgrading informal settlements?. For the right or wrong reasons, miners and the mining sector are top of government?s mind, ahead of other vulnerable groups.

That?s not to say the MTBPS has been captured by immediate crises and short-term thinking. The long-term goals of the NDP?s 2030 plan are addressed by the Treasury, as is the limit in the ability of the state to increase spending on public-sector wages and social grants. The MTBPS clearly states that the growth seen in state expenditure over the past decade must come to an end. It projects a real increase in the compensation of state employees of just 1.3% over the medium-term. In contrast it wants growth in capital payments of 4.3% over the period.

This is easy to claim but harder to enforce. Higher-than-budgeted wage settlements in this financial year have already led to increased estimates for expenditure, and public-sector unions such as Samwu might yet strike for higher wages over the next few months. ?

In particular, the focus on consolidating not just overall public-sector wage spending but personnel numbers is likely to be met with howls by public-sector unions. The details of these plans will only be announced during the 2013 Budget, well after the voting at Mangaung is over, so there?s a chance that the fragile peace inside the alliance will hold until next year.?

Despite overly optimistic calls for moderation in wage settlements, there is clear long-term planning for future spending. For example, Chapter 3 of the MTBPS recognises the changing demographics of South Africa and the implications that these trends have for current and future spending. The increased ageing of the population and the future decrease in younger age cohorts has implications for future spending on basic education and child grants.?

The mini-budget therefore emphasises the need to ensure quality outcomes in spending by Basic Education, rather than just throwing more money at the department. There is also a detailed outline of how Treasury will ensure that it gets greater bang for its buck.

This outline of this plan to reduce waste and corruption includes centralised procurement led by a chief procurement officer in the National Treasury, reviews of large tenders by Parliament?s Standing Committee on Public Accounts and the office of the Auditor-General and generally increasing the authority and capacity of the Treasury to investigate the efficacy of tenders.?

Overall, the Treasury will look for greater centralisation and control of spending in other spheres of government. On the one hand, these measures could help to arrest the rot in provincial and local government spending. On the other hand, this is an admission by the Treasury that the devolution of government powers and spending hasn?t worked and will be reversed (partially) over the medium-term.?

The minister ended his speech by recognising that our historical trading partners ?will be in difficulty for some time to come? and called for finding ?new ways of implementing our plans, creating jobs and generating inclusive growth?. It remains to be seen if the rest of us can emerge from our laagers and entrenched positions to validate the minister?s positive rhetoric. DM

Dems in coal states diverge on Obama policies

ST. CLAIRSVILLE, Ohio (AP) ? Friends of coal are certain they know the enemy.

They fault President Barack Obama and his Environmental Protection Agency for new clean air rules they deride as a devastating blow to a multibillion-dollar industry that has been the lifeblood of Appalachia for generations. The agency standards imposed earlier this year tightened limits on existing coal powered-plant emissions while guidelines on restricting greenhouse gases could affect new plants as early as 2013.

Along the rolling hills of this tiny Ohio town ? population just over 5,100 ? campaign signs for judges, state legislators and county officials crowd the neat lawns. As the road curves toward the interstate, one banner overshadows them all: "End the war on coal. Fire Obama."

Barb Swan, who runs Swan's Sport Shop on West Main Street, is a registered Democrat and daughter of a coal miner. She won't be voting for Obama and she won't back Democratic Sen. Sherrod Brown, whom she contends puts the president's energy policies over the interests of his constituents.

"If you have a district that's coal, you fight for coal," argued the 67-year-old Swan.

Obama's moves on clean air and fossil fuels have complicated the lives of Democrats in coal-rich states that count on mining for jobs and economic growth, with incumbents and candidates adopting drastically different strategies to ensure their own political survival.

In West Virginia, where the president is wildly unpopular, Sen. Joe Manchin boasts about his unyielding opposition to the EPA and his confrontations with the administration. In his latest campaign ad, Manchin ? rifle in hand ? alludes to a previous commercial in which he shoots Obama's bill to cap greenhouse gases from coal-burning power plants. The senator says the state has enough coal and natural gas to provide energy and jobs for decades, and "I'll take on anyone who tries to stop us."

In Republican-leaning Indiana, Democratic Senate candidate Joe Donnelly ignored Obama's objections and embraced a House GOP bill to undo the EPA rules. In swing state Ohio, Brown espouses an all-of-the-above energy policy similar to Obama's and dismisses claims of a "war on coal" as Republican talking points.

The White House, for its part, insists that the criticism of its record on coal is unfounded.

"The president has made clear that coal has an important role to play in our energy economy today and it will in the future, which is why this administration has worked to make sure that moving forward we can continue to rely on a broad range of domestic energy sources from oil and gas, to wind and solar, to nuclear, as well as clean coal," said Clark Stevens, a White House spokesman.

The administration points to a 31 percent increase in coal exports and greater flexibility in enforcing the new standards. The economic prospects for coal, Stevens said, "reflect the independent, financial decisions that utilities are making in response to the increase in cheap, abundant natural gas."

Coal's woes do extend far beyond the new EPA rules.

Natural gas is plentiful, less expensive and more environmentally friendly. A rush is on in the same Appalachian towns where coal has been king to claim natural gas mineral rights in the region's Marcellus and Utica shale reserves. Out-of-town lawyers have descended upon the courthouse in the Belmont County seat to pour over decades-old deeds and titles, some dating to the late 1800s, as they figure out which families should get checks.

"The hallways are filled," said Kent Moore, the former Republican Party chairman in Belmont. "They're moving from one county to another."

In 2011, U.S. production of natural gas surpassed coal production for the first time in 20 years, according to the government's Energy Information Administration.

China's economic slowdown and the diminishing demand for the top-grade coal to make steel has affected coal in the eastern United States. Other countries, such as Brazil, are moving ahead with their production.

"It's a perfect storm of bad things that can happen," said Carol L. Raulston, a spokeswoman for the National Mining Association.

But listen to an Obama campaign ad on country radio in eastern Ohio, and coal and natural gas are doing just fine. The spot says coal production is up 7 percent and coal jobs have increased 10 percent during Obama's tenure. Natural gas production is at an all-time high.

His campaign contends that Obama would be better for coal than rival Mitt Romney, and the commercial highlights the Republican saying in 2003 that he wouldn't back a coal-fired plant "that kills people."

Romney accuses Obama of imposing regulations that would "bankrupt" the coal industry. He promises that the United States will become energy independent by 2020 through more aggressive exploitation of domestic oil, gas, coal and other natural resources. The Republican also vows to pursue measured reforms of environmental laws and regulations without impeding jobs or industries.

Anti-Obama commercials on the radio in Ohio use the president's 2008 remark that if someone wants to build a coal-powered plant, they can go ahead, but "it's just that it will bankrupt them." The tagline says "let's cap Obama and trade him for Mitt Romney."

The United Mine Workers of America, which endorsed Franklin D. Roosevelt in 1936, John F. Kennedy in 1960 and Obama in 2008, has declined to back a presidential candidate this year, saying it doesn't see either Obama or Romney offering the best opportunities for its members.

For Manchin, support for coal is personal, business and political commonsense.

In the early morning of Nov. 20, 1968, an explosion at the Mountaineer Coal Co. mine in Farmington, W.Va., killed 78 miners. Among the dead were Manchin's uncle, John Gouzd, and high school friends.

In the years since, Manchin owes some of his wealth to Enersystems Inc., a coal brokerage firm he once helped operate. Manchin's financial disclosure forms in 2009 and 2010 showed operating income of more than $1.7 million.

West Virginia is the second-largest coal producing state behind Wyoming and its mines and plants add up to more than 21,000 underground and surface jobs, according to the Energy Department. Coal mined in Appalachia generates electricity, is shipped overseas and is used in metal production.

Manchin has repeatedly challenged the Obama administration over coal. In 2010, as West Virginia governor, he sued the EPA over its crackdown on mountaintop mining.

"Enough is enough," Manchin said this past June. "The people of West Virginia are tired of the EPA's overreach, and I will do everything in my power to rein in the EPA ? and any agency that oversteps its authority."

The Democrat has consistently voted with Republicans for legislation to roll back EPA rules.

Yet, in the one and only Senate campaign debate earlier this month, Manchin repeatedly had to defend himself against criticism from Republican rival and businessman John Raese, who tied the Democrat to Obama.

"Who controls the environmental rules, that's the executive branch and that's handled by his quarterback, Barack Obama," said Raese, delivering his rhetorical stabs with the smooth voice of a late-night deejay on one of his radio stations. "Joe's heart ... is in the right place. I'm not saying it's not. I'm just saying the team that he's on has no interest at all in helping West Virginia. The only interest they have is getting us out of the fossil fuel business."

Manchin insisted he would fight for coal, no matter what.

"The government should be your partner. It shouldn't be your adversary," he said on the debate stage at Shepherd University in Shepherdstown, W.Va. "It should be your ally and that's what we don't have in Washington and that's what I've been working for. And I'll work with whoever the president. I worked when President Bush was there. I worked with President Obama. I will work with the next president."

West Virginia voters are expected to give Manchin a full six-year term in November. Obama lost the state in 2008 by 13 percentage points and in this year's Democratic primary in May, a convicted felon in Texas got 40 percent of the vote to the president's 60 percent, a fresh reminder of Obama's unpopularity in the state. Romney is expected to handily win West Virginia's five electoral votes next month.

In Ohio, coal is responsible for some 3,000 underground and generates more than 87 percent of the state's electricity. Ohio is seventh in the nation in coal reserves with 23.7 billion short tons and Belmont County is the leading coal producer in the state, churning out 760 million tons since 1816, according to the Ohio Coal Association.

Power plants that burn coal produce more than 90 times as much sulfur dioxide, five times as much nitrogen oxide and twice as much carbon dioxide as those that run on natural gas, according to the Government Accountability Office, the regulatory arm of Congress. Sulfur dioxide causes acid rain; nitrogen oxides cause smog; and carbon dioxide is a so-called greenhouse gas that traps heat in the atmosphere.

The EPA tightened limits on power-plant emissions of sulfur dioxide and nitrogen dioxide, and placed new limits on mercury, a poison found in coal. That step will force some of the dirtiest and oldest coal plants to close.

Even more disconcerting for the industry is the EPA guidelines that could limit greenhouse gas emissions from new power plants as early as next year.

In Ohio, Brown faces a challenge from Republican Josh Mandel, who at a recent campaign stop eagerly compared the Ohio Democrat's record on coal and energy to Manchin's. He linked Brown to the president.

"Obama is the general in the war on coal and Sherrod Brown is his lieutenant," Mandel said.

Brown defended his record in a brief interview.

"My record on energy is broad," he said. "I think as the president said, 'You look everywhere.' You start by taking away the tax breaks for the oil industry. You hear these Republicans say the president is picking winners and losers on energy and they insist on subsidizing oil, and there's no rhyme or reason to subsidize oil."

Brown wears a canary in a cage lapel pin, which he says "symbolizes to me the role of government in peoples' lives to make things better whether it's mine safety or Medicare or Social Security."

But Mike Carey, chairman of the Ohio Coal Association, doesn't see Brown as a friend of coal.

"You can have very safe miners, but if they can't mine coal, maybe they're going to be selling canaries because they're not going to be mining coal," Carey said.
